Below is a listing of 19" LCD and LED TVs that we feel comfortable in recommending for 2012. Many of these TVs have been reviewed either this year or the determination made from last years review of the previous model. These recommendations are based on price, quality, and value. In some cases there may be more than one recommended TV for each category. In our review testing lab we look for consistency in a brand and model series in many categories such as Picture Quality from both standard definition and HD resolution. We look for good features and aesthetic appearance with a solid working platform from the menu and remote control.

Samsung UN19F4000 Editor's Choice: Quality
19" 720p LED TV 
Some see the 720p spec and immediately move along. It's understandable to want the best in a TV, but 1080p at this size is going to be very hard to notice. The LED backlighting really makes the picture quality pop on the UN19F4000.
Vizio E191VA Editor's Choice: Price
19" 720p LED Edge Lit LCD TV
The E191VA has a 60Hz LCD panel with edge lit LED features. The high refresh rates and local dimming zones of the M and XVT series were left out but it does have the better brightness and contrast.
Samsung UN19D4003
19" 720p LED TV
Samsung aimed at making small LED back lit LCD TVs that come in at an affordable price point. The 60Hz 720p panel delivers good picture quality for a budget model television but don't expect a lot of high end picture features.

Toshiba 19L4200U Editor's Choice: Value
19" 720p LED Edge Lit LCD TV
The 19 inch 19L4200U replaces last year's 19SL410U which was a mid level LED back lit television. The 19L4200U has a 720p LCD panel and the Autoview feature which does a good job of automatically setting up the picture based on the room light.
Toshiba 19SLV411U Editor's Choice: Value
19" DVD Combo LCD TV
This is one of the only DVD Combo LCD TVs remaining in this size. Toshiba is a good producer and is the market leader in these combo players so give this one a try. It's priced right at $225. It also has the new Dynalight feature and a gaming mode.
Vizio M190VA Editor's Choice: Quality
19" 720p LCD TV
This $229 piece has the newest LED edge lighting to brighten the picture. VIZIO's M190VA 19" edge lit RazorLED HDTV is structured with a 0.75" thin profile (maximum depth 2.37") keeping this exceptional TV sleek and thin in design.

Samsung LN19D450 Editor's Choice: Quality
19" LCD Television
Samsung's 2011 4 Series LCDs are a step up from the 3 series. Available in the same sizes they still feature a 60Hz, 720p, CFL backlit panel, with SRS TruSurround HD. They add a third HDMI input, the ability to watch video off a USB thumb drive and Samsung's AnyNet+ which allows communication between similarly equipped Samsung home theater equipment.

19" 720p LCD HDTV
The E series are Vizio's entry level line of Razor LED edge lit LCD televisions. They come in a wide variety of sizes and trim levels. Although they lack some of the features of the higher end models, like internet connectivity and higher refresh rates, they have the same thin, modern design as the other Razor LED TVs.
The E190VA has an LED edge-lit, 60Hz LCD panel. It lacks the high refresh rates and local dimming zones of the M and XVT series but it does have the higher brightness and better contrast associated with LED back lighting.
